Can any body told me that why the dielectric constant decrease linearly while quality factor increase linearly with doping concentration ?

Can you as well measure the electrical resistivity of these samples? Then you will see how doping affects the transport properties. For your capacitance measurement (~dielectric constant), you can also look into the dielectric loss to evaluate the electrical conductivity of your doped samples and the relaxation if occurs. You may want to compare Ce ion size to Sr ion, the band gap,...
