Yes, Paracetamol has an elastic property which means recovery its initial state after compression or tapping. So, type of binder is very important for such materials like PVP which is plastic deformed under compression force. The concentration of PVP in this case is very important (dilution potential). But Aviclel, for example, is a binder but its capillary structure can absorb water in this case.
I had experience in making paracetamol tablets and met problems exactly as same as yours. 1) yes, paracetamol granules has elastic property make it vulnerable for tablet capping 2) beside optimize the binder and moisture, please also optimize the tablet shape. it will be better to choose caplet shape.
I am faceing a friability issue with paracetamol, and noticed it was reduced as i increased the amount of water used during granulation and granules moisture after drying granules; can anyone sugest the optimal moisture for granules for compression

for paracetamol tablet you need 2.5-3.5% moisture in granules and optimized granules fine ratio. if higher % of fines present in blend, tablet will fail in friability test.
in paracetamol tablets optimal LOD is 2.5-3.5%, when we take batch with starch and pvp k-30 paste. if you take gelatin and starch as a binder then optimal LOD will change from 2-3%.
