I just figure it out that not all lipase belongs to true lipase family. I mean not all of them contain GXSXG or GDSL conserved region, for example, a lipase gene from Alcaligenes faecalis (GenBank: KGP03220.1). This one belongs to ATP binding cassette (ABC) transport protein family.
can anyone explain why? and how about its function as hydrolase enzyme?

Some bacteria export lipases by means of ABC transporters. Perhaps that is why an ABC transporter subunit is described as a lipase. Here is a paper on the subject:
