Why do I get the lower band and not the desired (upper) band ?

My desired band should be at around 987 BP. I've tried it twice with 1.5microlitre of cdna , I'm always getting a very clear mark around 400 BP but not near 1000 .

The first time I did get an extremely faint band around 1000 (photo attached ) , however the second time I did not get even that.

What could be the possible reasons ? Ive changed all my pcr products for the second time reaction.
