I do experiments with garlic in vitro and green house. I observed that garlic trees stopped growing, turned yellow in leave tips and wilted leaves. Is that natural physiology of garlic or abiotic /biotic stresses?
Dear Thắng Nguyễn Phước Quý in some way, it's the "usual" behavior of garlic. However, if garlic plants are passing through stressful situation, these signs could appear before and/or with more intensity, causing death in ocassions.
Over-watering can lead to yellowed foliage when the soil becomes waterlogged because it causes the plants suffocate and die, leading to yellowed leaves.

The most common reason for drooping in any plant is lack of moisture in the soil. Garlic requires consistently moist soil. Water the plants with 2 inches (5 cm.) of water at least two times a week.

Garlics pass through a cyclic wilting of older leaves. This wilting initiate from the tips of leaves to their base. The same behavior can be observed in vitro. Certainly, stressful conditions, can drive to wilting of plants; however, lack of water and rots aren't occurs under in vitro conditions. Here I'm attaching a couple of pictures from garlic either under ex vitro and in vitro conditions, and commercial plantations. If pictures are zoomed, can be observed that well watered and healthy plants showing either the complete wilting of basal leaves and tips.
Please it is important to check at lab. first and as my opinion Downy mildew is previling and observed in our garlic filelds with your same symptoms , might your field could have that.
