Your point is clear. I think publishing while serving in an editorial board member is important. Personally, I know I am serving as an editorial board member of one book publisher but I have not for once published with them. I will try to do so.
It is a rhetorical question mostly. I think the min reason is that a researcher wants the best for its project and believes that it worth's high indexed journals to be published and because are dedicated to to this, they forgot the journals that they are serving as editors. Am I right?

Interesting question and one reason might be as you indicated that researchers always aim for the highest possible indexed journals (and this ‘reward’ is not given for a new and not yet indexed journal).
But I would like to add another possible ‘explanation’: are these names real? Predatory journals claim numerous names to be member of their editorial board but those people either are not aware that they have been put in this list or the list is filled with names of people that allow their name in such lists of numerous other (predatory) journals without doing any meaningful for that.
But you are absolutely right: when a real journal is started and you take the responsibility to become a member of its editorial board (and you belief that this new journal is an asset) then contribute one of your research papers or at least a nice review to this journal (and ask colleagues to do the same). This way you create content that eventually attract work from others.

On the other hand, there are some journals with monthly issues, 10-12 articles per issue but not Scopus indexed even though there publishing more than 2-3 years. I am a little bit confused. In addition, open access journals asked me to publish having 1800 euros fees and they expect me to publish there without even being Scopus indexed. I am concluding that if the publisher is not ACS, RSC, ELSEVIER, WILEY, SPRINGER and BENTHAM is not Worthing at all to publish there. What do you think?

I guess there are several reasons why one could consider a publication in a journal that is not properly indexed (yet):
-Perfect fit between the scope of the journal and the focus of your paper
-Perhaps not that scientific but one can have a certain sympathy for a particular journal (or smaller publisher)
-Various publishers (beside the ones you mentioned) manage to get their journal indexed after a reasonably short time (4-5 years is relatively quick). MDPI, Frontiers are examples of such publishers (purely focussed on open access)
Why open access? Well one reason could be that you want your paper to be as visible as possible and can be read by as many as possible researchers (and other interested). The danger of subscription-based papers is that hardly anyone reads this because they cannot access it. So, this could be another reason: better a paper in a reasonably good open access journal without a proper indexing than in a small subscription journal with a small impact factor.
