Why DCT basis appear in reconstructed image ?

i have a question regarding DCT

when i apply dct and add AWGN and then i use IDCT to reconstruct the image, i need to know why the affect of AWGN appears as basis function blocks on the reconstructed image

i need an explanation why i got black /white boxes over the reconstructed image as the attached image
