I want to know that why D band also shift towards higher frequencies during straining.

Actually very high strain was applied and peak shift is very large i.e. around 45 cm-1. Therefore it may not be due to D'' or D*. G band also shifted around 85 cm-1
Generally speaking, first order Raman bands are associated with the energy band diagram of materials at the center of the Brillioun zone. Therefore, first order Raman peaks move towards lower frequencies for Tensile stress and move to higher frequencies at the presence of compressive stress, which may explain the changes in the first order Raman peaks with applied stress. On the other hand, second order the origin of the second order Raman peaks is due to the phonons associated with the edge of the Brilouin zone, which may not necessarily have the same type of change in frequencies in terms of magnitude or direction of the changes in the frequencies.
