Certain journals only have Cite score and no. Impact Factor. When such journal is recognized and maintains its quality publications and standards, it can have impact factor in the later stage.
Impact factor (IF) is from Clarivate and considers only a 2-year citation-period and the scientific journals which are recognized by their Web of Science. CiteScore is a measure from another company, Scopus (Elsevier), which considers a 4-year broad citation period covering somewhat more journals than Clarivate perhaps with somewhat less strict citation policies.
