Consider two rode-like neighboring molecules, with no-uniform charge distribution (of course, overall the molecules are neutral), they will adopt an configuration which minimize the free energy. The prefer to be parallel or antiparallel, and the electric energy should be minimum too (which is equivalent to say that the material prefers to be neutral everywhere). I have roughly an idea that both tilt angle theta and 90-theta are local minimums, but the one with the smaller angle is always the global mimimum.
