Yes, that is the simplest way.
Just prepare a homopolymeric network and swell it in the solution of the second monomer/cross-linker/initiator. Start the polymerization, and you will get the IPN. But definitely would be the best to read first some recent reviews about these materials.

You can synthesize the IPN by any known method of polymer synthesis. The most used techniques for the synthesis of IPNs are:
• First, polymer network I is synthesized. Then, monomer II is swollen into network I and polymerized in situ. The resulting IPN is called sequential IPN.
• In the second case, the monomers and/or prepolymers both components are mixed, followed by simultaneous polymerization via non-interfering reactions. The resulting IPN is called simultaneous IPN.
