Why are not researches in Iran for creation of public wealth?

Unfortunately, researches in Iran are done for creation of personal wealth not public wealth.

level of Iranian culture is not enough to give priority collective benefits rather than individual benefits.They must understand that delivering collective benefits will bring about individual benefits
