I have seen in many universities (especially, in Asia), for faculty promotion, even a low category journal, even which has identity crisis, is considered but a good standard conference paper is not considered. To get degree (say, PhD) indexed journal is considered but a good quality (even with more contribution) conference paper is not considered.
It depends on a discipline. E.g, in Computer Science, top conferences count more than journal articles. Generally, however, articles have more weight because of a more rigorous review system and a larger readership which leads to more citations.
A conference abstract does not usually show the complete analysis of a research project. The aim of presenting at conferences is to receive feedback from participants that can help the researchers to adjust their research focus or enhance the methodology used or collect more data, or look into directions in the analysis of their findings. Several studies showed that, regardless of the discipline, 50 to 70% of papers presented as abstracts in conferences were not published 4-5 years post-conference. Such finding cannot be ignored and it means that abstracts are not usually scrutinised enough, because of the limited information provided in the abstract, and the purpose of presentation at conferences as I said earlier is to receive feedback and engage the audience in the discussion. Therefore, universities all over the world encourage presentation at meetings/conferences but cannot give an abstract presentation the same weight that we offer for a full paper published in a high-impact journal or even in a journal listed in PubMed.
If i read you right Samy Azer , one should then proceed to polish up a paper and then present to a journal for publication. But what about if the paper is published in a conference proceeding that is peer reviewed...would this get more mileage
I do not think that universities consider a paper published in conference proceedings eqivalent to a paper published in a journal with a good impact factor. When a paper is published in a journal with good impact factor, the acceptance rate is around 8-20%, what is the acceptance rate of a brief paper or an abstract presented to a conference? Moreover, a good paper in most cases will be returned with comments from 4-5 peer reviewers to the authors for improvemnent, if not rejected. This process may be repeated 2 or 3 times until the paper is finally accepted or rejected. Would you see such scruteenizing process in papers submitted to conference proceedings? No comparison.
