You need to use a commercial powder TiO2 . Grind it in a mortar. Disperse frayed powder sonication in distilled water. Let stand and use for their own purposes only the finest fraction, which is in the surface layer. Dry from water by heating to 110 degrees Celsius.

You must to use TiO2 nanoparticles and deposition of thin films using either drop-casting or spray pyrolysis techniques. The decreasing in photocatalytic activity may be due to aggregation and/or size of TiO2 particles . Also, you can synthesize more active TiO2 nanoparticles using sol-gel and chemical bath deposition methods.
Well... You have to use TiO2 nanoparticles or their composite with conducting polymer. You may also try to sensibilize TiO2 with an organic dye.
