In this era of extensive and uncontrolled emergence of journal publishers I see reviewing standards have declined maybe due to some extent to the fact that many journals encourage any interested individual to register as a reviewer. Is it now the time we become a bit conscious and recruit only those who have at least some number of publications (min: 5 papers) in my opinion. In my experience with publications and as an invited reviewer, I have found that many international journals in which I have published have sent my papers to real experts in my the area in which I have written the paper. Regarding review invitation i received invitation to review papers related to what I have previously published (95% were related).

I think reviewing has to do lot with the ethics, as the reviewers first get exposed to the ideas and can deal with those who copy them?
