In most developing countries there is a gab between academia and industry. Should the government take the blame for that or academics must do more than just conducting research and publishing them in journals.
What will be your line of reasoning on this matter ?

Universities are centers that are supposed to meet and satisfy the industrial needs of the community. Unfortunately, however, this mission is totally ignored in the developing and underdeveloped countries. As an important index of social and industrial development , the harmony between local industries and universities plays a pivotal role in the self sufficiency of a country. The existing gap between the two can be reduced only through careful planning and a close cooperation between government officials ,industrial sectors, and the academics. Paying attention to a market-driven approach to higher education has to be fostered in order to change the streamline manpower development from the grassroot level. To achieve this end, concerned circles initially need to shift college courses in light of theoretical knowledge of markets and trends in industry in order to vie with competitive environments. Next, there is a need for making degree courses compatible with the jobs available on the market by rethinking unrealistic expectations in terms of the required manpower necessary to survive in corporate world. Finally, provide a list of what the industries want by using an effective communicative scheme which can create a collaborative approach for dealing with the gap very effectively.

Result of basic researches can not be applied directly in the field or industry.
But research based on definite problem may show result which can be instantly used.

Why see the gap between university and industry as a blame game?
I want to be constructive and see it instead as a possible area of creativity, innovation and development in an information-based society and economy.
In the EC Interreg IV C project UNICREDS, 2010-2012, we were 15 organisations in 8 regions in 7 European countries who worked with the question of how to get concepts as Triple Helix or Knowledge Triangle to work even if there were not ideal regional conditions. There could be a university lacking in the region, or an industry sector of mostly small businesses, or a weak public sector or similar. Triple Helix and similar concepts are idealisation models largely based on ideal conditions in big cities. So we exchanged experiences on how to get it to work well anyway, and reached some policy recommendations and published some best practices. See www.unicreds.eu and publications below if interested. Those that developed the curriculum and the governments that are not ready to pump money to implement research findings from the academia
I believe is the government and policy makers since they brought in the construction company that pass their requirement then its their duty to assign each one of them with various universities in the country so that they can give out research topics they can sponsor and put to use instead of allowing most researches in the academia to end at the shelves
I believe the gap is being created by Academia. In the universities, most of the programmes are developed without soliciting for stakeholders views; hence, students graduate from these programmes with knowledge and skills level that does not much industrial standards.
I think both blamed because some of industrial problems must be taken into consideration in MSc and PhD thesis from university and academic staff .

I think there should be a deliberate working relationship between the academia and industry. It's important that research findings are implemented in the industry and academics research in areas that are beneficial to the industry. It is then, that the gap can be closed.
This is due to the lack of planning and scientific management to link universities and industry and consider each one complementary to the other.
If the centralized curriculum is not planned to harness the locally available resources in the country then is likely the gab will continue to exist. So l blame the educational stakeholders
most courses undertaken in the universities is just a total mismatch to the demands of the industries. the universities have to revisit some of their programs.
Blame both of them. Academia prepares students to the industry and the industry needs researches to improve their proceedings. Both are at a big loss if they take different paths.

As both of them have different targets, it is difficult to have them in the same line... Government should be the supporting actor to the common sense of these two and of course the good willing of industry and academia to cooperate.
All actors are to be blamed: Governments, Educational institutions, Policies in Education and so forth
What scientific results should characterize a university? These results must be evaluated by international standards, but they must be relevant to the impact they have in the country where the university is located.
The University must have an impact on economic and social development. Professionals must apply scientific knowledge to solve problems that meet the needs of humanity and improve the quality of life of the human being, using resources rationally, in the context of ethical, economic, environmental, human and cultural restrictions. To achieve this, university-industry relations are important.
I think the word 'blame' sends out a negative message. When we know it is a problem, a paradigm shift in the thinking process of all the stakeholders could do wonders. Let us see what we could do in this direction.

As others say above I am not sure how useful lookin at who is to 'blame'
There is a contradiction I see as a university manager between the needs of industry (skilled labour) and the purpose of the university (knowledge development)
Governments usually tell us to do more for industry but they do not like us talking to civil society who might have others views, eg the university as a public good serving social needs
If we view the industries it should cover the entire compass of their action in the line with planning ,production , material control , administrative procedure covering recruitment ,personnel ,H.R.D of the personnel department & last but not the least of finance , budgetary control.
If we view the industries in above line selection of the man power & employees , must fulfill the requirement of the above areas for the industry & this demands a right type of selection for the right assignment & in this line their may not be any gap between academic & Industry

Academia is to blame! During my tenure at Bradley University I discovered that the business community is eager to work collaboratively to ensure that future graduates meet their needs and they in turn will support meaningful initiatives pursued by academia. Check out the enormously successful ICAT which I initiated 30 years ago that continues to grow and attracts scholars and business leaders from around the globe. It was an idea from academia embraced by business to pursue mutual areas of interest. (http://ICAT.bradley.edu)!
The idea is that all research in order to be transformed into a productive project must be of economic value and there is no one who supports research for abstract scientific purposes.
