Why are you interested in pointing the finger. It is just a force of nature. The only thing that matters is that we were able to spot it in time and are willing the correct it.

Dear Prof. Sengur! May I argue that it is difficult to specify the source of interest for Plagiarism. It is an essential topic to consider so there could be an project to address this problem! From my personal view, I see that there are many factors at play, both environmental and personal. Pressure by the enviroment to publish and an inability by a person to resist to ignore rules. Dear Bulcsu, you are right, there are some people who would never do that in any cındition. But most people need effective control mechanisms. Otherwise they can use the ‘easy’ way!
I'm unclear if you're talking about students' plagiarism or faculty researchers. Both have been around since the dawn of time. I don't personally know any faculty that have been accused of this, but in my role as a column editor for a professional publication, have run in to some professionals that have done this. I don't know the cause, but deeply suspect its fear, laziness, or some combination of both. It is a fraud as you point out, so maybe start with the fraud triangle, recognizing that the (financial) gain is indirect (preserving or advancing one's career) rather than direct?
I found that educators are not teaching the ethics of citations, how and when to do it. I even knew a professor who had a booklet of articles for students without proper citations. It looked like he had written them, when he was just copying them. With the internet, it is easier to find originals and recognize plagiarism. EDUCATE! EDUCATE!
When we search for the person responsible for plagiarism, we are presented with an image of a bandit who got into another's mind and stole his best-kept secret at the inaccessible base of his brain gray substance; however, it is clear that this is not that idealization, but a reality that is very often evident in the work of students and academics, it is no secret that many documents that are presented in educational processes, are complete copies or scientific journals and pages available on the Web. On the subject of who is responsible, I assume that there is a co-responsibility between teachers and students with causes generated in the educational system, which does not respond to a concrete reality and an excessive race to present scientific articles that "academic status", pressure from universities to raise funds and qualifications for academic assessments, only vanity of vanities.
Thank you for your contribution. Although I was thinking about the plagiarism of faculty members; student plagiarism is becoming a big problem in the age of technology too. As you pointed out, it is possible because of "fear, laziness, or some combination of both", but not just because of students. I believe it is also because of the lecturers who do not give enough attention to assess the works.
You are absolutely right. I believe EDUCATION is the key too! On the other hand, there are some people whose over-ambitions can beat their education. For those, we need effective control mechanisms.
