Raymond Begg was the 1st to advocate the extraction of upper 6's and could be accompanied with extraction of upper and lower 4's and the use of his Begg mechanics
Dear Adil good to see you here.i hope you remember me from dublin. i really doubt Begg did this protocol. in literature no such protocol was mentioned till 1976.A study in 1976 was done on facial profile on all the available extraction pattern and this protocol was not mentioned. the study is in ajo. if you want i can send the article. i think it was between 1976 to 1982 this protocol was established by whom i dont know. Jason published three articles on this issue between 2004 to 2008 in ajodo. in all these articles he mentioned a single reference that is of CLEALL . cleall in angle orthodont 1982 article mentioned this technique as used by clinician so it seems like he himself is not the architect of this technique.before 1982 i didnt find any article or case report on this extraction protocol. if begg did this extraction pattern kindly share the reference. it would be very knowledgeable for me.
I had the same query a few years ago. I could not exactily find the answer. But a provision of first premolar extraction in maxillary arch only with finishing the case in class II molar relationship is given in Andrew's straight wire mechanics.

I found this paper from 1963 advocating Class II maxillary premolar extraction. Still, it refers to the technique as already suggested. No clear reference was listed however. It refers to authors who have criticized the technique at an earlier time point. (Loughlin AJO 1952)
And I also found a mention of upper extractions for the correction of Class II division 1 in the Johnson twin wire technique. This is as far back as I could go.
The first person to propose the extraction of maxillary first premolar teeth for the treatment of Class II malocclusion may well be lost in the mists of time. One early reference is Dr T F Chupein of Philadelphia in Catchings Compendium of Practical Dentistry 1894 pp185-188 "Protrusion of upper teeth regulated". He used a gold cap cemented onto the upper central incisors with two small distal hooks for elastics. German silver bands with buccal hooks were cemented on the upper first molars. Elastic bands were stretched from the hooks on the central incisor cap to the molar bands on both sides. Elastic traction after extraction of upper first premolars enabled reduction of the overjet. The case was illustrated by etchings of study models and facial profile views before and after treatment demonstrating a successful result.
In the same volume of the same journal there was an article by Dr H E Cutter 1894 pp167-169 on "Drawing the lower jaw forward". This was an early discription of upper arch expansion followed by functional appliance therapy.
Interestingly even though the reference for maxillary first premolar extraction date back to 1890's, it took some time in the orthodontic community for the treatment option to be accepted as a viable treatment option.
