Which universities (in Asia and Eu.) are working on smart clothing/wearables from these facets: Design thinking, Design management, Design methodologies?
You should check Eindhoven University of Technology, department of Industrial Design. They have done a lot of work in this area, in different themes, including ”wearable senses”. Key reasearchers are Stephan Wensveen & Oscar Tomico.
The truth is that there are many-many universities in Europe which are dealing with various aspects of smart clothing. In my research group, for instance, a leotard for athlets, a training 'suit' for table tennis players, an integrated navigation/communication backpack for mountaneers, an exomuscle for elderly, and so forth, were developed in the framework of graduation projects. What is your specific interest? A methodology how to design these all? I wonder if there has any universal one been developed at European universities ...
If I understood you correctly, you are looking for a synthetic design methodology, rather than a research methodology, for wearable products. In my interpretation, there are four main parts of such a methodology: (i) a part-methodology for human-product interoperation design (including interaction and human factors), (ii) a part-methodology for physical (analogue and digital) hardware design, (iii) a part-methodology for software and cyberware design, and (iv) a part-methodology for service design and utilization. These three together would form a complex system design methodology that I have not seen documented in the context of wearables. Since my group is working on cognitive engineering of smart cyber-physical systems, the only resembling, but restricted, methodology I can refer to is that was presented by us in the attached paper. I hope you can use some elements of this.
As you look at my manuscript some months ago; I wonder should or could I develop an universal methodology (model) for smart wearables design projects, towards managing the process. I design my own one, try to validate my proposed descriptive model afterwards. Later, when No relevant researcher would like to participate in my survey; I conclude If there are not any attempt on this reseach gap, maybe it does not make sense at all, because have not any further effects on total effectiveness. Moreover, it is not reasonable to take an universal model for all varient types of wearables!
Obviously, current wearable design projects, yet, mostly focused on technological development. No matters how the process looks like, by which methods the problem has solved, and so on.

To be honest, There is no promoter. I confess my idea on this model is my own work. My master degree supervisor died before I could benefit from his guides. Thus, I worked on the paper and then on this subject alone. Although I thanks my colleague Dr. Pourmohamadi that caused me a new perspective to design thinking subject.

Frankly, there is no personal financial support for applying a self-fund PHD by me. Unfortunately, money could affects on applicant's chance and choices.
