A paper in a highly ranked journal is typically much more valuable than a book chapter. In fact I have a hunch that most book chapters are not even looked at seriously; but I am also sure that there ARE book chapters that "count" with the same weight as a regular journal paper. It depends largely on the discipline, I should imagine.

Absolutely, publising the work in Scopus/WOS indexed journal is more valuable than a book chapter. Most of the academic institutes give more credits for published articles than book chapters.
