Brij 58 will may be good option because of long polyoxyethylene  (POE) chain and nonpolar head group that minimise mutual electrostatic repulsion between the same charged head group of surfactant. it also facilitate micellization at much low cmc value. 

The other advantage is the lower toxicity and biodegradability nature of it

Surfactant show some good results with chitosan nanoparticles. For what purpose?
