For every steps, void ratio should be calculated and plotted against effective stress. Consolidation settlement calculation is depended on void ratio, compression index and re-compression index. The indices are derived from stress vs void ratio/strain curve. You also need to predict the pre-consolidation stress from the curve.

I got it and if you notice to attached figure, all of your comments calculated for every step. I want know, which step I should consider for calculating the settlement (for example embankment settlement)? 

You need to consider the parameters for the range of pressures that are expected to be applied on the soil (e.g. surcharge pressure). 

You have to calculate the settlement for the additional load due to the structure/embankment. That is, from the current/initial stage stress to final stage stress.

If I got it correctly, you say that I should first calculate the desired pressure for my case study and then consider the consolidation parameters. For example, If the pressure due to embankment is 100 kPa, then according to the attached Figure the consolidation parameters are:

Cv=1.03e-2 cm2/sec, k=3.59e-7 cm/sec
