I asked raters to rate the creativity of user created ideas on a two 7-point Likert scale: one for originality and one for practicality. Now my question is which statistical method would be more relevant to find the inter-rater reliability of three raters? Please also tell whether I need to use Ordinal data?

you can do it in SPSS. Cronbach alpha you can compute. Any value of More than 0.7 will show good agreement.Any value of Cronbach alpha more than 0.9 to 1 tells you an excellent agreement
Use Cronbach alpha Value >0.7 good reliability
0.9-1 excellent reliability
