Learning an additional language is a challenging task and an intriguing topic at the same time. Investigating ESL/EFL has resulted in a huge volume of research now available. For the last three decades or so, L2 learning has sparked debate among researchers and linguists. I think you may need to specify whether you need to investigate challenges facing learners of a foreign language (input), or the outcome of their effort to master it (Interlanguage). In both cases, research findings are available. Some studies have focused on the learners (motivation, perceptions, anxiety, etc..)some on the learners' L1 (transfer), others on the instructional methods/curriculum, as well as mastering the four skills. Of course, all these and other issues are always investigated in relation to a specific theoretical framework. I would humbly suggest you have a look at some reading like "Understanding second language acquisition" by Rod Ellis; " An introduction to second language acquisition research" by Diane Larsen-Freeman & Micheal H. Long; "Second language classrooms" by Craig Chaudron. Please do have a look at the following works:

El bajo nivel de uso del Inglés en España es multifactorial. Hay razones lingüísticas, educativas, sociales, culturales...
Desde el punto de vista lingüístico tenemos que tener en cuenta que dentro de las ramas del Indoeuropeo ambas lenguas están muy alejadas, el español pertenece a las lenguas romances y el inglés al tronco de lenguas germanas. Eso marca una gran diferencia de partida.
Después nos encontramos con el contacto y exposición hacia las lenguas que tiene nuestro país donde todas las películas extranjeras que se emiten en televisión se doblan (dubbing) al castellano/español mientras que en otros países europeos las películas se emiten en su lengua original con subtítulos, con lo cual se exponen a otras lenguas en su vida cotidiana.
Por otro lado, la idiosincrasia y la personalidad del español es un factor importante a tener en cuenta. Somos extrovertidos en nuestra vida cotidiana, pero tenemos un gran sentido del ridículo y miedo a cometer errores cuando hablamos en una lengua extranjera.
No debemos olvidarnos tampoco la historia reciente de España, durante 40 años España tuvo un régimen dictatorial y autárquico que no se abría al exterior porque rechazaba todo lo que pudiese ser un atentado contra la "españolidad". El inglés tenía poca presencia en las escuelas, potenciando más en esa época el francés como lengua extranjera.
En la actualidad, la ratio en los centros educativos es alta para el aprendizaje de lenguas (unos 25 alumnos/as por clase) lo que no potencia la oralidad.
La finalidad de la enseñanza de lenguas debe ser formar hablantes y lectores eficaces potenciando las destrezas y en muchos centros educativos sigue teniendo mucho peso el aprendizaje de reglas gramaticales y la memorización de vocabulario.
No menos importante es el diseño del examen de acceso a la universidad (PVAU o EVAU) donde las destrezas de expresión y comprensión oral no se evalúan, con lo cual durante los dos años de Bachillerato no se les presta mucha atención.
Estas son algunas de las razones principales que explican el bajo nivel idiomático de la población española.

As Aabdelrahman suggests learning a new language to a level where you can comfortably use it for your own purposes , is hard work/takes effort over time... so there needs to be motivation over time to be successful.
Spanish is itself a global language - perhaps many Spanish speakers do not feel they need to make the effort to learn another one .. or perhaps, despite Spain's high research profile in CLIL, too much classroom teaching still emphasises knowing English as a school subject rather than learning English as an additional means of communicating with/ understanding others?
