During in-vitro activity of plant extract, I was asked to use a plant extract as a control which don't show any anti-inflammatory activity along with standard drug as a control. Do you have any idea about this ?
Almost all plants contain at least some flavonoids or other phenolic and steroidal compounds which will exhibit anti-inflammatory activity. So, it is difficult or almost impossible to find such types of plant or plant parts that will fulfill your desire. In this case, I think you better to choose some isolated compound(s) that don't have such activity.

Another thing is, for control, you should use the solvent in which you dissolved your sample (the amount of solvent that you will use for the highest concentration of your sample). Because this control result you will use to compare/calculate your sample activity. But if you use any different extract or compound as control then the results will come from two different samples. On that case you couldn't get the exact results.
I agree with the views of Moniruzzaman. However you may search Duke's database or NAPRALERT (paid) database for species in the same genus as your test plant. You can also search in Google scholar, Scopus, Chemical abstracts, Medicinal and Aromatic Plants abstracts etc. If you are lucky you may find a plant with low activity.
