None of the these numerical measures will perfectly reflect the influence/relevance/popularity of publications. They all have their own drawbacks. However, I would not say that 'they are not important'. They are good approximations under different circumstances. I hope that they will be developed further while minimizing the existing drawbacks. OK, if I go back to your question, both of these measures have very similar attributes, more or less. CiteScore is based on Scopus database while JIF is based on WoS database. Since Scopes is larger than WoS in terms of subject and journal coverage, the two scores calculated for the same journal could be different. CiteScore is based on 3-year citation window while JIF follows 2-year citation window. This means, CiteScore may consider more number of citations than JIF even for the same journal. This also cause to give different scores. Document types considered by JIF for calculations are selective (called citable articles), but the same condition is not applied for Scopus. It includes more document types. This also cause to make different end scores. These can be considered as the main factors that influence to make different scores for the same journal. Besides, most of the other things remain alike for both measures, including the score calculation method, self-citations, etc. Nevertheless, it is true that JIF is more popular and used by most academic institutions to implement publication policies than CiteScore.

Elsevier's Scopus CiteScore may be a practically more useful journal-based metric than Clarivate Analytics' Journal Impact Factor (JIF) because it is open and transparent about the background data used to derive the metric and because it confers a metric to Scopus-indexed journals that do not carry a JIF.
