If you learn MATLAB, it can do every thing you want to do. There is no any alternative to MATLAB for scientific programming and even for all banking systems.

There is nothing like best language . Its all about your understanding of the problem. If you can portray your problem to a flowchirt, the desired result is bound to come .

For Machine Learning (ML), Python is more preferred by data scientists because of wide selection of available libraries depending on the task. Important ML frameworks like TensorFlow, Keras, Theano, etc are supported by Python. In short, Python has universal support for different ML frameworks. If you like programming or ready to learn it, Python is the better option.
