First, you should check the consent to publish form you signed regarding publication your paper. Probably you have transferred already your rights to the article and you cannot publish it again.

If not, the new publisher will ask you (in the form of the formal form), if you haven't already published your article before. In case of a positive answer, he may refuse re-publication.

It is about 9 months ago, i cannot remember, but i only know they publish it in the USB only. How about if in the journal it would be written that this paper is completely published by a conference but only as USB

Conference paper which already been published in proceedings can be published in a scholarly journal with a definite % additional work. read acceptable secondary publication for conference paper at https://www.aijr.in/about/policies/submission-policy/

as AIJR journals ( https://journals.aijr.in ) considers conference paper with at least 30% additional work that has been presented at a scientific meeting but was not published in full, or that is being considered for publication in proceedings or similar format.

the storage form (usb, CD, DVD, online) doesn't matter here. The publication form is the most important. Again - if you have transferred your copyrights to the publishing house (someone had to proofread and typesetting), you may not publish this article again in the current form. If not, you are free to do whatever you want with your paper.

Format or copyediting process does not matter here, as a matter of fact, said paper was presented in the conference/symposium and the publication was not in any scholarly journal as full (as it is in proceedings or conference format).

A paper presented in conference (or published in conference format) can always be published in a scholarly journal (its standarad publication ethics regardless of copyright transfer) with substantial addition which solely depend on each journal's policy. Just author needs to confirm from the conference organiser that the said paper is not already under publication process in any scholarly journal (in case of conference organiser have publishing agreement with a journal).

Copyright statement in conferences always stated in such a way so that it can be published later in a refereed journal. If copyright of any conference prevent its publication in a refereed journal, then that conference shall be treated as questionable.

Such copyright policy that prevented conference papers from being later published in a scholarly journal version would have the opposite effect and discourage researchers from presenting their best work at conferences.  Similarly, it would damage the scholarly journals if innovative ideas are barred from publication in them, simply because they have been presented in a conference format.

there are conferences that are publishing proceedings as scientific journal series.

In that case, the consent to publish in most cases moves copyrights and not allows re-publishing. As Mehdi Gheisari mentioned this was the expected outcome of his conference.

So once again, check the documents you signed.

And remember - the law on intellectual property is ahead of scholarly practices :-)

Of course, there are countries in which the law on intellectual property is not strictly enforced ;-) My opinion is regarding Europe, but you have to decide on your own, basing on your local specificity.

And of course, the form of publication matters here. The electronic publication (e.g. e-book) can be distributed by USB only, what doesn't mean that its author has still property rights to it if he decided to sell his manuscript to the publisher that is distributing it on the USB. But if the author just asked someone to copy his manuscript on USB without moving his rights, he is still the only owner of the publication.

The conference name is ICAC 2018: they pledged us that accepted papers will go to IEEE but after 9 months they told our accepted paper only went to its proceeding not IEEE
