However, most of these facilities could not be built under current regulations and the opportunities for new hydro in the US and much of the developed world are mainly in very small installations rather than the very large legacy plants.

This depends from country to country. In india the most preferred power plant for power generation is thermal power plants. This is due to availability of coal and however the cheapest is got by hydroelectric power plant.
In India, economical power plant will be hydroelectric power plant, which is free from pollution and it also solves raw material problem.

I think most economical and preferred power generation plant in terms of power/cost ratio can be Hydro, Solar, onshore wind, and water splitting power generation technology depending on places and circumstances. Which explains why more wind and solar projects are being built. Because they can make cheaper power.
