I am a little bit sceptical about these impact factors. At least one cannot find an absolute factor to compare all journals, it is like comparing apples with pears. In small scientific fields (e.g., Assyriology or even more exotic ones), the number of scientists and papers is small, and thus the number of citations is low. This cannot be compared with large fields like cell biology or particle physics.
I guess the scientific collective does, through citations and through scientists submitting manuscripts to a high degree - if no-one knows about the journal then clearly it is as if it didn't exist. I am sceptical about the value of rankings - one aggregated number seems to me to be rather one-dimensional (which it is!), :-) I wonder why there is no multidimensional score - the world of multi-criteria analysis people perhaps could be very happy to dig into that.

You are right, Naushad - when you submit a manuscript then the IF is much less interesting than to know that the topics the journal covers fit your interest.
The impact factor is regarded globally; Apart from that, the quality and the swiftness of the review process, the reach of the journal to the scientific community, the honesty of the editorial office in handling the publication, are the factors, which a measure of the journal's scientific value.
Each article or research focuses on a particular scientific field and phenomenon, The analysis of the phenomenon aims primarily at "reaching the truth and nothing but the truth" no matter how small or large.
