The results of connecting a device to the wrong power supply voltage depend upon the device that has been attached to the power supply. A resistive heater will dissipate power that is 1/4th or 4 times the intended power. The lower power will probably not cause a problem, but the higher power may damage the heater, possibly starting a fire. Other devices are much less linear than resistive heaters and will perform with a wide variety of effects. Well-designed devices will not be damaged, but other devices may be destroyed by either higher or lower voltages.
There is no solution that will be assured of protecting all devices from incorrect voltage sourcing, since there is a nearly infinite variety of device designs. If you come up with the ultimate protection device, I can design something that will be destroyed by it.
The solution to the problem is for all devices to be designed to protect themselves in the presence of expected fault voltages. This includes power-line transients for AC devices and polarity reversal for DC devices. In addition to the normally expected voltages, how far should you go for protection? High voltage is always dangerous for all creatures or equipments. They should run under desired voltages prescribed. If there is no source that the equipment there, and had to run, then step up (110 V to 220 V) or step down (220 V to 110 V) transformers are to be connected. Appliances will not work if they are not run at desired voltages and there is a chance of spoiling or damaging.
