It would depend on the type of mutants you are trying to recover.
EMS is generally considered to be an effective chemical mutagen - producing leaky mutants by base pair substitutions (G:C to A:T). Genetic mutations by definition are heritable and should be carried through to at least some of the offspring (possibly in a recessive state) the work will be in recovering homozygous mutants (by selfing the M1 population). After screening and selecting the favorable mutations you can incorporate them into a breeding program to transfer the mutation into a commercial line.
Oryzalin is another highly effective chemical mutagen for inducing polyploidy. If homogeneous polyploids are recovered they too will carry that trait through to offspring depending on the pollinizer.
