1. Representation of aerosol load (AOD, PM2.5/PM10) across various states/districts of a region in the form of maps.

For descriptive and most inferential statistics, you can opt for PSPP which is a freeware alternative to SPSS. I have a YouTube channel on the same

PSPP does not do spatial analysis, which is what you are looking for.
