You could probably just use the ArcGIS portal item as it is, since it will work the same way while in ArcGIS as a normal shapefile. However, if you really want the shapefile itself, there is a method. Open the portal file with ArcGIS, then right-click on your layer label in your Table of Content, then go to Data, Export Data, and then just export it as a .shp Output feature class, choose a location to save it and there you have it. That should do it.
