Sorry, your question is vague. There are hundreds of transcription factors that recognize specific DNA sequences within the context of chromatin. Which factor are you talking about? If it is a general question then the answer is likely to be that there is no general rule regarding major or minor grooves.

It is groove independent. Transcription factors binding is sequence specific not groove specific.
