It depends on the country. For example, the UK oil consumption data can be obtained from the : 'Office for National Statistics'. Also, you may try DataStream.

Hi Fabien, IEA does have the data but you have to pay for it:

Monthly oil data service (MODS)

This service comprises three packages, available separately or combined, as an annual subscription on the Internet. It is updated every month and is available on the same day as the Monthly Gas Data service and the Oil Market Report (click here for the release dates). A software package is included, allowing user-friendly access and manipulation of the data tables. Alternatively, data text files are made available to facilitate direct importing of tables into other database software.

Demand: monthly, quarterly and annual demand data for ten products in individual OECD countries, and aggregated by OECD region; quarterly and annual demand for Non-OECD countries. Non-OECD dataset starts in 1991. Both datasets are in thousand barrels per day and include 6-18 month forecasts.

iea/eia also through reuters Eikon for commodities where y can find also forecasts (but mostly come from iea or eia) or ICIS dashboard

EIA is the most  relevant  data  source.There are options  to  download  in both excel  and csv format. Mostly  annual  data is freely available. 

What Mousumi says is true about EIA, but the quarterly/monthly data is only available for OECD countries; for other countries it is annual.

As Mousumi says EIA is a great data source in terms of energy statistics. The CIA database has also some information.
