I am searching for accessible sources of wind speed measurements at different heights (for example 30m-50m-70m) with a reasonable time resolution (e.g. hourly average wind speed and direction or better) in Europe, North America, India and China.

The US National Laboratories and nuclear sites (Argonne, Brookhaven, Hanford, Kennedy Space Center, Lawrence Livermore, Los Alamos, Oak Ridge) have tall meteorological towers and make their historical data available. Also, the University of North Dakota Energy and Environmental Research Center has compiled a database of historical tall-tower wind data from the central US. The data are public but not easily accessible, so you need to contact them by email.

The provided data for 162 stations are in 10 minutes interval at three heights of 10,30 and 40 m.
Also, you can convert the wind speed data from a specific height using Wortman (1982) equation.
