I am working on my dissertation. The purpose of this qualitative study is to examine and understand the relationship between public sector agencies transitioning to learning organization and four key attributes within the organizations which are self-efficacy, role ambiguity, job satisfaction and job performance. There are suggestions for future studies on this topic from other scholarly journals and there is a lot of information about the private sector organizations. I am having a very difficult time finding helpful information for public sector organizations.

The ideas of Peter Senge (1980) about learning organisations (The Fifth Discipline) are old. They do not pay attention on innovation alliances and innovation communities.
Thank you for those references Silburn. The measures for performance and efficiency in the public sector vary by organization. In Texas government, most of the agencies determine their performance measures in addition to specific ones that the legislature requires by law. For example, regulatory, law enforcement agency, health and safety and licensing agencies all have different ways of measuring their performance and efficiency due tot he nature of the work. Nevertheless, I appreciate you asking that question, because that is an important factor to consider. I really need help finding some survey tools to gauge how an agency perceives the job satisfaction, job performance, role ambiguity and self-efficacy of the agency personnel.
