I suggest, for starting, the same volumes proposed by A. Biscaccianti, published in the series "Faune de France". Another work could be: Stichel W., 1957, Illustrierte Bestimmungstabellen der Wanzen. Europa. (Hemiptera Heteroptera Europae), Berlin (in German Language). This is a less recent work, which probably needs some updates.
for a first approach, at least up to genus level, another work could be useful, even if not regarding specifically central Europe: "Tamanini L., 1989 - Tabelle per la determinazione dei più comuni Eterotteri italiani (Heteroptera). - Memorie della Società Entomologica Italiana, 67 (2) (1988), pp. 359-471". This work regards approx. two-thirds of Italian genera and one-third of Italian species, and it is carefully illustrated.
for Nabidae best is Péricart (1987): Hémiptères Nabidae in Faune de France 71
For Miridae best is Wagner (1952): Miridae in Tierwelt Deutschlands (1952) with corrections in Wagner (1967): Cimicomorpha also Tierwelt Deutschlands. Or if French is better for you: Wagner & Weber (1964): Miridae Faune de France 67. You'll have to check a waste amount of revisions afterwards or you need the help of a a specialist

There is no key in these volumes, but a lot of information on ecology (host plant records etc.) and high-quality photos, and also the taxonomy is modern (in contrast to e.g. Wagner or especially Stichel; do not know Pericart that well, but he's not about Central Europe, as far as I understand):
Unfortunately, they are only available on old-fashioned paper, but all 5 Heteroptera volumes by the authors are highly recommended. If you use Wagner's key that was posted by Ralf Peter above and check it with the taxonomy etc. in Wachmann et al., you'll get exactly what you want.
for Nabidae: what about a key of the Nabidae in Polish (Cmoluchowa Alicja, Klucze do oznaczania owadów Polski)? Although it does not include all species e.g. those of Prostemma), has a drawings of paramers. I use a rather old key for Nabidae of Kerzhner (but very good) - males and females are determinable safely according the drawings of genitals.
With the key of Miridae is a greater problem - it is necessary to use a number of articles. Also it is possible to compare an "older" Wagner with 3(4) part a newer Miridae key of Wagner (Wagner, E. Die Miridae Hahn, 1831, des Mittelmeerraumes und der Makaronesischen Inseln (Hemiptera, Heteroptera)- but it is for all for the area around mediterranean Sea. In Polish there is a key for Isometopinae and Deraeocorinae (Gorczyca, Herczek, Klucze ..., 2002)
Nabidae-problem seems to be solved because I've found that about this group there is an issue of Fauna Hungariae (Benedek P. 1969) which is quite accurate. Though the papers you mentioned will useful for sure.
Regarding Miridae I've started with Wagner which was uploaded in the answer of Ralf (see above), but I think that the comparison with other keys is necessary.
