A couple of websites I checked include - https://www.ncei.noaa.gov/access/global-ocean-currents-database/category.html and https://oceanservice.noaa.gov/facts/find-tides-currents.html. Although I see that the second one has historic data which may provide you some climatological data, it does seem restricted to given basins around the U.S. There is also World Ocean Database which should include directional information - that site is https://www.ncei.noaa.gov/products/world-ocean-database.

Perhaps one of these will give you the information you are seeking?

HYCOM.org does provide a 21-year mean circulation dataset from one of their reanalysis runs. The experiment is GOFS 3.1: 41-layer HYCOM + NCODA Global 1/12° Reanalysis (https://www.hycom.org/dataserver/gofs-3pt1/reanalysis) and the mean data is located at ftp://ftp.hycom.org/datasets/GLBv0.08/expt_53.X/meanstd/netcdf . I've not worked with the u/v data, but it may give you something to start with.

In addition to the responses provided from Todd Spindler and Mary Holderby , you can check through the LAS UI data archive or the Live Access to the National Virtual Ocean Data System (NVODS). I think the ERA5 Copernicus also archive such variables. Do well to check these.
