Sampling methods for plant RNA study were different from the previous studies related the gene expression. Some researcher was collected the youngest leaf. Another researcher was collected fully expanded leaf. Which leaf is containing the most reasonable RNA?

Depending on the species, older leaves might be harder since they contain more compounds (e.g. phenols) that could interfere with an optimal RNA extraction. If you had to choose only one I would go for a younger leaf but, of course, if you have the time and resources you could compare different stages as suggested above.

Nicotiana benthamiana I believe is a relative of Tobacco. So you will have to consider the most recent mature leaf to sample from which neither too old nor too young. The 5th leaf from the top would be the most appropriate.
I had never sampled Brassica napus so I do not have any suggestion for that, sorry.
