It has happen many times, when one of our colleagues submit a manuscript in an ISI Journal

This time, after 2 months post submission I received an email:

Dear Dr. Shanehsazzadeh:

I write you in regards to manuscript # TRAB-2015-IJRB-0089 entitled "Preclinical Evaluation of.... " which you submitted to the International Journal of Radiation Biology.

Since we have not received from you an assurance that none of the authors of your manuscript has an association with the Iranian government we are legally unable to review or publish your manuscript.
