I want to make several spreadsheets a software so it can be distributed.
Ive seen that its possible to make some kind of export when talking about databases. But this sheet uses formulae, requires data to be input to bring results up.
So needs to be developed.
Whats the best software to use? Visual basic? C+? Java may be?

Why not simply distribute the Excel workbooks themselves? Do you expect your users not having access to MS Office? In that case, it is possible to convert the workbooks to OpenOffice format (OpenOffice is freely available for several platforms). If you want to prevent users from overwriting certain cells, you can use the Protect Sheet command in Excel (see https://support.office.com/en-us/article/Lock-cells-in-a-worksheet-b2f833bd-9db5-48a4-9ec0-8e451ac27c3a). You can hide headings and gridlines from the View tab on the ribbon if you want the interface to be less like Excel.
It is hard to give more specific help without knowing the motivation behind your development plans.
