In the developing countries like Nepal, without taking any concent of the Fish Pond Engineer, fish ponds are constructed which immediately after their construction start leaching/leaking from the bottom and sometimes from the sides. Small-scale farmer's then suffer from such problems because they have constructed it in their small agriculture land either spending all their belongins or by taking loan from the Agriculture Bank. If it occurs they immediately need solution.
I think it will be very difficult to find a solution after startup.
As we studied in aquatic culture, they should consider all of these issues before starting by covering the bottom and sides of the chambers. otherwise, they should find a place near to water source to not be affected by leakage or shortage of water.
To your question without steeping back. with two assumptions that (a) the pond is earthen and (b) leaking area determined. Steps considered:
1. Pond would have to be drained and dried.
2. Determine area of leakage and demarcate, plus a few extra about half a meter on all sides.
3. Dig down in the leakage area marked to loose soil or gravel or non-clay level.
4. Dig through the non-clay depth till beyond.
5. Fill and ramp space dug up to about a quarter way up. Pour water on filling and leave to dry in a few days. Continue with process of filling up and ramping till excavation is completely filled up.
Pond would then be filled only to a point and level of water in relation to estimated evaporation checked to a point when reduction of water could be almost attributed to evaporation.
6. Pond filled completely and assumed repaired.
I agree with Abban for a post treatment. A post treatment can be expensive and time consuming. I know your question is for post treatment, but we should educate local low income farmers about pre-treatment which is comparatively less expensive.

I think you can use special plastic tissue cover the bottom of pond sure pretreatment not after it. post treatment should dry and see where the leak then the treatment depend on type of pond and soil
In the case of ponds where a periodic assec takes place, it is advisable to:
- Modify soil structure to reduce permeability (eg setting mud in the ponds);
- Plowing the soil on the surface of ponds which contains a lot of clay and which has contracted, break the clods before putting the pond back under water and, above all, avoid putting in dry too long a pond built on clay soil.
