Currently the pandemic caused by COVID 19 has been responsible for thousands of deaths in addition to the worldwide paralysis of the economy. One of the strategies to reduce spread is quarantine. In your opinion which is ideal: vertical or horizontal ?
We can observe the increase in the number of deaths of people who apparently are outside the risk range, that is, they are under 65 years old and are apparently healthy. Our research indicates that there is a strong genetic influence on the susceptibility to develop coronavirus disease, especially in people who have greater expression of the ACE2 gene. In the same way, other research conducted by us, indicates that people react differently to inflammatory conditions and diseases related to the respiratory system. For this reason, the best prevention would be to identify which people are part of this still unknown risk group (genetic group) so that they can be even more cautious in their care. The estimate that our analysis obtained from only 1 country is that 41% of the population is part of this group of genetic risk.
Assume everyone is infected and react accordingly with quarantine measures; social distancing and hand hygiene until you can rule them out with testing

With the proviso that any quarantine is a short-term effort to gain time, an absolute quarantine allows physicians and scientists to test more widely and to use contact tracing to isolate those who are infected with Covid-19 or who are likely to be so infected. To date, much of the testing has been in people with symptoms (in statistical jargon, "biased sampling") which does not allow us to extrapolate beyond the individual tested. Until we have randomized testing of asymptomatic people, we will continue to be blind to who needs to be quarantined. Antibody testing and estimates of the half-life of such antibodies will permit us to determine a) the presence of immunity b) the duration of such immunity c) the re-testing frequency and the rigor with which quarantines should be imposed. Much remains to be known before the question of quarantine can be scientifically addressed.

social distancing
personal wc service use
cut of possible oral-fecal way of diffusion-contagion
quarantine from 15 to 25-35 days
tests both naso-oro-throat and intestinal

Strict quarantine and rapid testing must be done. As quarantine measures, if adopted well, will allow medical practitioners/ strategy makers to get some additional time.
According to the WHO, the quarantine of persons is the restriction of activities of or the separation of persons who are not ill but who may have been exposed to an infectious agent or disease, with the objective of monitoring their symptoms and ensuring the early detection of cases.
Quarantine is different from isolation, which is the separation of ill or infected persons from others to prevent the spread of infection or contamination. Introducing quarantine, according to the WHO: “aims to delay the introduction of the disease to a country or area or may delay the peak of an epidemic in an area where local transmission is ongoing, or both”.
Quarantine parameters for the COVID-19 virus include captivity that counts 2 days before and up to 14 days after the onset of the symptoms from a person with laboratory-confirmed disease. Countries have adapted this recommendation and will request travellers to observe a 14 day self-quarantine upon arrival from a foreign country.
The WHO guidance also recommends provisions of physical comfort including adequate ventilation, hygienic facilities, social distance of at least 1 metre between all persons quarantined, provision of food and water, access to internet, news and entertainment if possible, and psychosocial support must be made available.

Carl Sagan once said, “We are like butterflies who flutter for a day and think it is forever.“ People are divided in my area of USA, it’s like two separate magic spells were casted upon their thinking capacity, whereby the survival/continuance of their knowledge leeches unto CNN or FOX news. Thus, I support the previous answers mentioned already. However, I remain in puzzle and paradox while I reflect on the general public and their opinion of Coronavirus which often times 100% neglects all the previous answers. My boss for medical sales once told me, “Steve, just follow the white papers”. Hoping for unity and common sense here in NJ.
It depends on so many factors, the type of government (democracy, authoritarian, etc), the economic conditions, cultural underpinnings. There cannot be one best strategy. For example, lock downs cam be very effective in authoritarian regimes but may be ineffective in democratic regimes. With regards to the constitutional law.
It is a continuous thing..
First, the task force leading the fight should have mathematical modelers.. and Medical metrix experts.. and then Virologists.. not necessarily public health physicians or experts... this is where WHO is getting it all wrong.. u need planners and Projectors.. this is where you need mathematicians who do disease modelling .. you need biostatisticians who can plan disease projection and effectively identify disease attributes.. then u find public health messengers.. this is where Cultural and political uniqueness comes into play.. you decide your method of public message dissemination..whether it is going to be by threat, play way methods, bill boards, posters or whatever method.. and then provide social services while you implement measures.. this is the way things can be done.. in an organised manner..
