While many mine wastes are benign, mining companies manage their waste in order to deal with the large volumes of waste produced and to prevent the release of contaminates into the environment. Waste management i consist of waste storage area selection and design, strategies to address problematic waste, and long-term stabilization of waste as part of mine closure.To meet the growing demand for metals and related products, the metals & mining industries started processing the secondary resources which consequently generate huge amount of wastes such as low grade ores, overburdens, fines/tailing.The concept of utilization of solid wastes embraces three basic principles in converting to high value added products.

Yes, agree with Jorge and low grade ores could be processed with heap leaching to extract minor metals, such as gold and silver.

You will also find a link to the USGS database for Fe deposits there.
From these basic sources you can deduce which elements you might expect in the waste dumps and tailing ponds. Whether you can extract these elements for a profit from the waste depends on the ore type, the grade, chemical compounds added during processing etc. It goes far beyond to give a general answer to this question

I agree with Saeed Chehreh Chelgani. First of all, one need to perform some analysis like XRF and XRD to quantify the valuable products and determine the economic viability . If the associated minerals is present in a very small quantities, I dont think it would be of interest to invest in such tailings and mine those valuable products.
