Sir, In my opinion, no technology can help us if we do not help ourselves. As you have tagged "Free will", I think too much free will is not good.
As people want to go to beaches and have fun, our beaches need modernization along with security.
1. Citizens can do their part to curb sea beach pollution by practicing green habits and monitoring their household activities.Stop throwing trash that goes into our sewers as they end up in our beaches. Plastic bottles, flushing vegetable scraps, tea leaves, coffee grounds, or eggshells down the sink and napkins, paper, wrappers, chewing gums, cotton buds, hairs, cigarette butts down the toilet. These should be kept and thrown separately. Things that can be composted should be composted.
2. We need more trash cans / recycle bins at the beaches. People are lazy enough to throw away plastic bottles and bags here and there if they do not find any trash can nearby.
3. If possible, the place where people mostly visit and play should be fenced with only a few gates. The security should not allow people carrying plastic bags, bottles and other things which pollute the beach. Although, people may not like this, but this can help a lot.
4.Frequent beach clean-up activities should be organized. This can be fun too. Children from schools and volunteer may participate in groups for regular cleaning up of beaches. In fact, it should be made a mandatory activity for school children from the city. However, they must be accompanied and guided by authorized workers and security.
5. Prevent pollution from getting on the sand and in the water. This can be done by either point source control or non-point source control. Most of the Indian beach cities lack this.
6. Stormwater is a major contributor to pollution in beaches. As the rain water runoff flows streets of the city, it accumulates garbage, chemicals or other pollutants that could adversely affect the sand and water of the beaches. Mostly the runoff is discharged untreated. The quality of stormwater can be improved if the citizens keep the roads and footpaths clean. Open drainage systems must be covered so that they do not overflow to the streets and runoff to the beached untreated.
Most of the methods require awareness and education among citizens.
