Google Scolar alert informed me 'New Citations to my article' through the article http://www.ijhsr.org/IJHSR_Vol.8_Issue.9_Sep2018/37.pdf
In the reference I saw my article citation as well but when I went inside I could not find it cited. I found my article conclusion cited there in a whole paragraph but with other authors name.
I am wondering whose mistake is this and how it can be controlled.
The Common Types of Plagiarism
There are different types of plagiarism and all are serious violations of academic honesty. We have defined the most common types below and have provided links to examples.
Direct Plagiarism
Direct plagiarism is the word-for-word transcription of a section of someone else’s work, without attribution and without quotation marks. The deliberate plagiarism of someone else's work is unethical, academically dishonest, and grounds for disciplinary actions, including expulsion. [See example.]
Self Plagiarism
Self-plagiarism occurs when a student submits his or her own previous work, or mixes parts of previous works, without permission from all professors involved. For example, it would be unacceptable to incorporate part of a term paper you wrote in high school into a paper assigned in a college course. Self-plagiarism also applies to submitting the same piece of work for assignments in different classes without previous permission from both professors.
Mosaic Plagiarism
Mosaic Plagiarism occurs when a student borrows phrases from a source without using quotation marks, or finds synonyms for the author’s language while keeping to the same general structure and meaning of the original. Sometimes called “patch writing,” this kind of paraphrasing, whether intentional or not, is academically dishonest and punishable – even if you footnote your source! [See example.]
Accidental Plagiarism
Accidental plagiarism occurs when a person neglects to cite their sources, or misquotes their sources, or unintentionally paraphrases a source by using similar words, groups of words, and/or sentence structure without attribution. (See example for mosaic plagiarism.) Students must learn how to cite their sources and to take careful and accurate notes when doing research. (See the Note-Taking section on the Avoiding Plagiarism page.) Lack of intent does not absolve the student of responsibility for plagiarism. Cases of accidental plagiarism are taken as seriously as any other plagiarism and are subject to the same range of consequences as other types of plagiarism.
It seems to be a failure of authors. You can draw edotor's attention to the facts you've found, but what is done, is done....

Professional honesty can not be taught.
Such things are very common in the present era of copy- paste research and publications. I think many Ph D degrees are given for such research by many universities.
What can be done?
This is mistake of Authors then Journal as well as Reviewers.
This paper should have been checked for Plagiarism.
Plagiarism: The theft of ideas or the writings of others and their relation to self without mentioning sources.
Types of Impersonation:
Reproduction: The work of others as a whole is presented as an act of the individual.
Copies: Large portions of a specific source are copied without mentioning the source.
Replace: A piece of text is copied after changing some keywords, such as keeping basic information.
Blending: Blending parts of many sources without mentioning them.
Repetition: Copies of the previous individual's writings without mentioning them.
Dear Dr. Hom Nath Chalise may I know your article from which such was taken? There is usually one problem of new authors and that is the lack of knowledge or impatience to cite an existing paper rather only copy existing references. Maybe be the case here.
It is copy paste plagiarism is most common type of plagiarism. In this plagiarism type one may copy verbatim of another text without source described in text citation and the reference list. It totally illegal. It is literary theft both by legally and ethically. There are different ranges of punishment depending upon the severity of plagiarism in the World according to individual structure of legal frame work.
You may send notices to author as well as to the editors of journal...
The problem is much complicated. Some time ago, I thought that it only concerns Russia. In recent years, I am convinced that the "incorrect citation" and "borrowing" (I use these terms instead of "plagiarism", since the concept of "plagiarism", carefully described in this discussion by Dr. Djaafar Zemali, seems to me more narrow) are much common. I would add a few important cases:
1. Quote not from primary sources, but from "related" authors, who at in the fullness of time ignored the real first works on this topic ("We made it for the first time in the world !"). Sometimes the works, that replaces the pioneer works, even does quote to the original sources, but as to “secondary” or “not the most important”, but later followers refer to these “substituting” articles, not to the true discoverers of the new scientific direction.
2. Borrowing not the pieces of text, but ideas, sometimes repetition of real pioneer works (sometimes on new objects, or using much more strong methods), without reference to the primary work-initiator, (“I will do it better !”).
3. The reference made not to true statement of the cited work, but to certain secondary statements, allegedly confirming the false theses of the quoting. If somebody wants, he can find many phrases that in another context completely change the original sense.
4. Of course, the references to irrelevant works in order to give “science weight” to new work, in fact this is imitation of scientific character in new article.
There are many reasons for these. The first is the imposed planned type of scientific activity. Did the bosses require three articles per a year? Let they get these... The second is the widespread introduction of scientometric indicators. The pursuit for scientometric ratings bring to mass production of articles, most of which are not worth the slightest attention. In Russia we say - "They have comparing together by Hirsches" (Translation is very relative. In original, it sounds very short and impressive: “Merjajutsja Hirsha’mi”). In addition, belonging of authors to a particular science school, nation, state or other group, which traditionally refer only to “members”, “friends” and "allies" and often does not refer to "aliens" ( What these outsiders can know about these ! ). Sometimes there is even a state policy on this subject, which dictates the orientation of “own” researchers (I know the case when one capable scientist became a “great” due to state directive). Last but not least, inadequate knowledge of English by many non-English authors (as well as ignorance by the overwhelming majority of English-speaking authors of any other scientific languages).

Firstly, it is mistake of authors and secondly, also editorial work to find out missing reference in the list of references cited.

The paper cited you but there was a typographical omission of it in the main text. So I think no issue of plagiarism here. You may wish to contact the publisher for correction. If your name is not on that manuscript, google scholar wouldn't suggest it. Finally, congratulations for your good work. Nice people a citing it.

I compared the 2 articles without going into much details. I suspect that that this could just be a case of working in the same areas rather than a case of plagiarism.
hre are my observations
1. Your article deals with the epidemiology (prevalence) of depression and associated factors in an old age home in a specific location
2. The article in question is a review of the efficacy of dance and movement therapy and progressive muscle relaxation as an adjunctive treatment.
3. It is possible that the article you are referring to could cite your article and place it in a supplementary table or addendum and not necessarily in the text of the article.
4.Looking at the abstract, i do not see a copy and paste with your abstract. General statements like, "depression is a common problem amongst geriatrics..........." are common knowledge cannot be attributed to one person and do not belong to anyone

thank you so much for going through the articles and your suggestions. This is a beauty of RG that we get academic feedback from it. As pointed by Dr Chukwuebuka Egbuna there seems a mistake of a number only. Author wanted to make a proper citation (numeric citation) but he mis-typed the number but acknowledge in reference. The number in the reference is missing in the text. Author has made one paragraph from my research findings but typed wrong number than it was placed in Reference. DrMohamed A Etman

The plagiarism plagiarizes the ideas or writings of others and their self-interest without mentioning sources. And is a work of fraud and fraud, can be limited to the types of plagiarism literary:

Professional ethics and honesty are the issues involved here. If the authors and journal establishments are not honest and sincere, even the most sophisticated plagiarism detection software would be helpless. In this case, you should write to the journal detailing your dilemma. If your concern is genuine, redress mechanisms such as errata, retraction, etc. are available. .
How could you solve that? This is so critical, I would like to know how you dealt with that. lf you may!

Are you Checked Reference 24?

He included in the reference. But in some journals they are not checking the inside citations. Its a reviewers and editor mistake. Google also consider the references without inside citations.
Dr Santhosh Kumar , Yes I checked it through google scholar alert. And when I went inside there was no citation number 24 no and it was mis-typed by 23. Yes, generally in the high quality journal, they try to maintain it very strictly but in other journal they do not care strictly on it and it happens in my personal view.
Journal as well as the Reviewer are also accountable for such incidents..
Write a letter to the Editor he/she will take a call for correction..
I suggest to contact the corresponding author and discuss with him. He/She, in turns, should contact the journal asking for a correction of the published article. If no response from the author, you contact the journal directly.

Any way I have complained to editor just to maintain the quality of journal articles with proper citations with this example. Lets see how they will take it.
This appears to be a case of "paraphrasing", which is also a kind of plagiarism if not consented by the original author even through original publication is cited.

This needs to be reported. In your case, a part of conclusion was copy pasted in a para, recently there was an article that was completely copied from "Nature" and then published "as it is" to an Elsevier journal. (Picture attached). Upon complaint, the article was removed from Elsevier, but it left scars on the reputation of the Editor. They need to be more vigilant.
I think that most the journals can check the similarity problems before sending it to the peer reviewers. There are many strong tools to check these problems. It will show us how much percentage of similarity.

These days many researchers are plagiarizing, i.e., they are publishing by copying another's work or borrowing someone else's original ideas.
Is the pressure to publish that large that people are going to copy and paste entire manuscripts? I have to say that I was shocked realizing this fraud!
It seems as if especially the publishers must take their job extremely serious to prevent such warts ...
