That all depends on the proficiency level of the students you are dealing with. For beginners, start with Controlled Writing; e.g. prepare relevant text with appropriate gaps to be filled by students. Or you can try Sentence Builders where students construct a paragraph ordered sentences from key words. You can also try Questions and Answers techniques where answers to a series of questions lead to a paragraph. There is also Form Filling and Information Cards etc. In each case, check for grammar, punctuation and spelling, of course. In the past, I found the course book "Keep Writing" developed by Richard Harrison (1989), while teaching Arab elementary/ intermediate students, very useful. You can also try "Progressive Writing Skills" by W. S. Fowler (1989) for intermediate to upper-intermediate levels.
