Attitude of road users towards the usage of pedestrian bridges is such that required physical barrier before compliance can be achieved, even where crossing highway is very risky. I need research related to this question especially theoretical and conceptual work on pedestrians behavior.
Dear colleague ; I prefer underground crossing for pedestrians. It is more appealing for pedestrians to walk down the stairs than to climb up the stairs of a bridge crossing a highway. With underground crossing, there are possibilities for commercial urban activities and entertainment.

In terms of wide, bright and busy underground crossings, e.g. connected to metro-stations, I'd agree with Mr. Bazlamit. However, if it serves for "pure" crossing only - here I have in mind narrow tunnels with the stairs rectangular to the crossing direction - due to security concerns pedestrians would rather prefere bridges. Unfortunately, I don't have serious research material about, but it is just an "unwritten rule" (at least in Austria ;-).
Here in S-Africa, people are reluctant to use underpasses, as well as bridges, specifically due to these personal safety issues. Some people rather cross the 2x4 lanes of heavy freeway traffic, than using a pedestrian bridge. One of my PhD colleagues has done a study. I'll try to source it...
In my opinion, a 'sense of ownership' by the community could solve some of these safety issues: determine the location, design the facility, maintain it, together with the community...! (no reference that I know of; just common sense)

You can use Theory of Planned Behaviour. This theory explains a lot of road users' behaviour in different perspectives. I hope this will help you.
Underground crossing for pedistrians is preferrable lthough it might cost more, however there is a possibility for developemnet of the sroinded areasand creating business. I agree with Subhi its more convinent.
